The Assam Government has constituted a One-Man Enquiry Committee headed by Shyam Jagganathan, Commissioner & Secretary to the Government of Assam, Finance Department to inquire into the circumstances leading to the death of Dr Deben Dutta in mob violence at Teok Tea Estate Garden Hospital in Jorhat district on August 31st, 2019.

The Commission will inquire into the circumstances leading to the death of Dr Dutta in mob violence and to fix responsibility for the lapses on the part of any authority. The Commission will also suggest measures to be adopted to prevent recurrence of such incidents in future. The inquiry report is to be submitted within 30 days.

A fast track court will try the cases involving the killing of Dr Dutta. The 73-year-old doctor was mercilessly beaten by the relatives of a tea garden worker for allegedly reaching the hospital premises late.

He was working in the tea garden hospital after his retirement without remuneration. Dr Dutta succumbed to his injuries before reaching the Jorhat Medical College and Hospital on the fateful day.

Over 30 persons allegedly involved in the lynching have been arrested. Post the incident, more than six doctors tea estates from across Assam have resigned over security concerns.

The doctors in Assam have been demanding proper implementation of the Assam Medicare Service Persons and Medicare Service Institutions (Protection of Violence and Damage to Property) Act in the State.
