    Draft EIA 2020, an instrument to grab land and resources of northeast, says KMSS

    On March 12, the MoEF&CC published the draft EIA notification 2020 seeking public feedback within a 60-day timeframe. However, the Delhi High Court extended the deadline further till August 11.

    GUWAHATI: The Krishak Mukti Sangram Samiti (KMSS) on Sunday said that the BJP-led government of India has designed the Draft Environment Impact Assessment (EIA) notification, 2020 to grab the land and resources of the northeast.

    KMSS executive president Manash Konwar said, “Prime Minister Modi’s primary intention is to loot the land and resources of Assam as well as the Northeast. Keeping this in mind, Modi and the BJP has instrumented the Draft EIA notification, 2020 in cooperation with the Ministry of Environment, Forest and Climate Change.”

    The GoI has recently proposed an entirely new set of norms and regulations governing the environment clearance for industrial projects like highways, mines, airports, dams, etc. Dubbed as EIA 2020, it brings significant changes to the existing EIA notification of 2006.

    According to the new notification, several projects shall not require environmental clearance. It has also withdrawn public consultation and sharing of information related to certain projects.

    Alleging that the Centre has destroyed the federal structure of the Indian republic, Konwar said, “The Modi-led BJP government has overridden the existing Acts. He has been attempting to snatch the rights of the people of Assam and Northeast over their own resources. Prime Minister Modi’s only purpose is to centralise the resources and to hand it over to a few corporate giants.”

    Hence, the peasant leader appealed the people of Assam and Northeast to intensify protest against the ‘arbitrary’ move of the BJP government to uphold their rights over land and resources.  

    On March 12, just before the COVID-19 pandemic engulfed India, the Ministry of Environment Forests and Climate Change published the draft EIA notification 2020 seeking public feedback within a 60-day timeframe. However, the Delhi High Court extended the deadline further till August 11.
