Silchar, December 7: Few independent student leaders in Cachar District have made a sensational claim that a big scam worth crores is going on in the education sector of Cachar District. A memorandum on the issue has also been forwarded to the Deputy Commissioner of Cachar but no action has been taken so far by the administration, rued the student leaders.
According to the student leaders, Ministry of Human resource and Development has introduced a project under National Mission on Education through ICT in which a candidate can get free training for Diploma in Elementary Education (D.El.Ed.) after installing the channel named ‘Swayam Prabha’ from the local cable operator.
The ‘Swayam Prabha’ channel telecasts educational programmes, trainings, lectures etc on different subjects and courses which are approved by the HRD Ministry. The project was a profit free initiative and the candidates were not charged any money or fee for any course or lecture, said the student leaders.
While talking to TIME8, Babar Tapadar, District coordinator of Chhatra Yuva Sangram Samiti (CYSS) said that one employee of Govt Girls’ HS & MP School, Silchar Bibhas Chakraborty has opened a study centre at his residence to give D.El.Ed. coaching to students and he had charged Rs 12,000 each from 740 students. Tapadar also said that Bibhas Chakraborty has offered a scheme where students who are financially weak and are not being able to pay the course fee at one time can pay it in installment.
When two independent student leaders Raja Laskar and Ranajit Debnath came to know about the D.El.Ed study centre they inquired about it and came to know that Bibhas Charaborty, Lab demonstrator at Govt Girl’s HS & MP School was running it illegally and charging course fee as well which amounts to around 8 crore in total. When they encountered Bibhas, he showed him the order copy in which the School Inspector has given his approval to open study centre.
Tapadar also told TIME8 that when they went to the office of the School Inspector Anup Kumar Das to verify the matter, they found him drunk during office hours and he was behaving oddly following which the local students left and again reported to School Inspector’s office the next day.
Interestingly, the School Inspector denied the fact that he has approved the study centre by Bibhas Charaborty and has given a written statement about it.
Then the Student leaders reported the matter to the Deputy Commissioner (DC) and the Commissioner served show caused notice to Bibhas Charaborty and few other persons involved. DC assured the students that after Namami Barak strict actions will be taken against these persons but it’s been so many days but no action has been taken against anyone involved in the scam, alleged the student leaders.
CYSS along with other student leaders protested against the inactivity of the administration and also submitted a memorandum giving evidences which shows that Bibhas Charaborty was operating the D.El.Ed study centre illegally and that the School inspector was intoxicated on duty.
Students are demanding strict action by the administration against the person concerned.
