Hailakandi, Nov.9: The Hailakandi district administration has brought out the notice for the second phase of Panchayat election slated for December 9.
A notice to this effect was issued by Deputy Commissioner, Adil Khan on Friday.
The administration is gearing up for constitution of different cells for smooth and hassle-free conduct of the elections.
With view to ensuring free and fair elections, Deputy Commissioner Khan convened a meeting with the representatives of all political parties on Thursday. Khan while seeking the cooperation of the political parties, asked them to follow in letter and spirit the set of guidelines under the Model Code of Conduct.
He categorically pointed out that the administration will not allow any individual or political party to influence the election by any means. “We will not allow any individual or political party to influence the election by any means and strict action will be initiated against the violators,” Khan said, asserting that the administration is committed to ensuring a free and fair election.
Additional Deputy Commissioner Amalendu Roy said with the coming into force of the Model Code of Conduct on November 5, the administration with the help of executive magistrates and police has started removing hoardings and banners from government buildings and public places under Hailakandi, Algapur, Lala and Katlicherra revenue circles across the district.
“A Circle Level Task Force has been formed in each revenue circle to keep constant vigil for strict enforcement of the Model Code of Conduct,” said Additional Deputy Commissioner Amalendu Roy, who is in-charge of Model Code of Conduct Cell.
Deputy Commissioner Khan, District Development Commissioner, FR Laskar and other senior officials of the administration held marathon meetings with the Circle Officers and BDOs instructing them to strictly enforce the Model Code of Conduct for free and fair election. It was made clear that any faux pas would not be tolerated.
Meanwhile, the administration has started the process of handing over nomination papers and other materials to the BDOs for distribution to the authorised officers appointed for the purpose of receiving nominations from the candidates.
Nominations will be received by the authorised officers at BDO offices for gaon panchayat member and at DC or SDO(C) office for goan panchayat president, anchalik panchayat member and zila parishad member. The last date of filing nominations is November 19. The district has 11 ZPM, 62 APM, 62 GPP and 620 GPM PRI constituencies.
Training has been imparted to the authorised officers for smooth conduct of the election on Thursday. Additional Deputy Commissioner and In-charge of Personnel Cell, Ruth Lienthang has asked the district heads of different state government offices, local Central Government offices, LIC, banks, principals of government and provincialised colleges to furnish the list of officers (gazetted and non-gazetted), Grade III and IV staff, teaching and non-teaching staff for engaging them in polling duties latest by Saturday.
Of the 3,87,132 electorates in the district, 2,13,309 are males and 1,73,823 female voters.
