UN Human Rights Body Expresses Concern Over Assam NRC

The UN High Commissioner highlighting the exclusion figure in the final NRC list appealed to the Indian government to ensure that people do not become "stateless"

The United Nations High Commissioner for Human Rights Michelle Bachelet on September 9th, 2019 expressing her deep concerns over the National Register of Citizens (NRC) exercise in Assam said that the process has caused “great uncertainty and anxiety” among the people of Assam.

Michelle highlighting the exclusion figure in the final NRC list noted that the government should ensure that people do not become “stateless”.

“The NRC verification process in Assam has caused great uncertainty and anxiety, with some 1.9 million people excluded from the final list published on August 31. I appeal to the government to ensure during their appeals to prevent deportation or detention, and ensure people are protected from statelessness”, Michelle was quoted as saying in her opening statement at the 42nd session of the UN Human Rights Council in Geneva.

It may be mentioned here that the Assam government on August 31st, 2019 officially released the final NRC list under the supervision of the Supreme Court. Names of 3,11,21,004 persons were found eligible for inclusion, but as many as 19,06,657 persons did not make it to the list including those who did not submit claims.

The Human Rights High Commissioner also expressed her “deep concerns” for the rights of the Kashmiris in India and appealed to the government to ensure that human rights are not violated.

“I am deeply concerned about the impact of recent actions by the Government of India on the human rights of Kashmiris, including restrictions on Internet communication and peaceful assembly, and the detention of local political leaders and activists,” she said.

The high commissioner appealed the Indian government to take the edge off the current lock downs/curfews in order to ensure people’s access to basic services. She urged India to ensure rights for those who have been detained and consult and engage Kashmir in the decision-making processes that may have an impact on their future.
